Should I release my app or wait?

Hi ! I have a new web app on the Happiness theme which is ready to be released. Working on the mobile app now. If I make the web app live later this month, would it be considered new? What is the cut-off date for it to go live and still be considered a new app that qualifies for the competition? Saw the discussion on HappiJar's existing app and someone's reply that it is ok to submit. Is that the official answer?
